Waterproofing is only half the job on a flat roof. The other half is stopping warm damp air condensing inside the build-up, and that's what BS 5250 covers. That's condensation, not a leak, and re-covering it without fixing the ventilation just buys a year or two.

A warm roof puts the insulation above the deck with a vapour control layer below it, so the cold surface sits outside the structure.
